Scope

rhi was engaged by the client to Conduct Cost & Schedule Risk Analysis (CSRA) for decommissioning of their Oil Terminal. In 2022, the oil terminal ceased operations and prior to handing the site back to the freeholder, the site needed to be decommissioned and demolished.

Services

  • Review project man-hour and cost estimates including work scope maturity, rates and allowances, covering the Terminal onshore facilities.
  • Review and verify associated project schedules including logic, durations, resources and the use of appropriate calendars
  • Facilitate a CSRA workshop including identifying and assessing risks and uncertainties, building cost & schedule probabilistic models, and preparing feedback reports

The following deliverables were also part of the services provided:

  • Slide pack summarising the key findings, results and recommendations from the CSRA workshop and subsequent risk modelling.
  • CSRA report for the Oil Terminal CSRA with summaries of the key findings, results and recommendations from the CSRA workshop and subsequent risk modelling including P10, P50 and P90 schedule dates and costs.

Value-added by rhi

  • The client had access to rhi’s pool of experienced practitioners to prepare verifiable man-hour, cost and schedule estimates directly from established in-house benchmarks.
  • With access to the wider rhi knowledge base of global metrics, regional current market rates, decommissioning risks and opportunities, the client was able to have a sound assessment of the project uncertainties and obtain clear recommendations on suitable contingency levels for both estimate and schedule.
